in Sarajevo, Bosnia and Herzegovina on February 24-25 2015.

Summary of the conference (Excerpts) :
Western Balkans Regional Conference “Public Procurement as a Strategic Function Critical to Good Governance” held in Sarajevo, Bosnia and Herzegovina, on 24th and 25th February 2015 resulted to be a formidable open forum of procurement experts from private sector and public sector, from academia to practitioner experts, from the Balkan Region but open to participants from other countries, that selflessly engaged to identify key issues within the realm of legal and regulatory procedures, technical aspects and economic relevance, while searching for opportunities for improvement within a common place of Public Procurement System, which was identified as a common meeting point of interests for all 120 plus, participants. This frank exchange “hands-on” forum was abundant with suggestions for strategic development and upgrade of the procurement system in the region which culminated in specific conclusions, guidelines and recommendations for issues resolution, all in the direction to provide net benefit to the public and private sector while enhancing and pivoting on capacity building and professionalization of the Public Procurement System in the Western Balkans Region as a strategic function critical to good governance.

It can be noted that consensus has been achieved on all critical issues discussed at the Conference, with active and engaging contribution of all participants.

Presentations were clear and well received. Participants noticed the high level of knowledge and competence of selected lecturers, always open to numerous questions which led to very active and dynamic discussions at the Conference.

The results of the Conference were also evaluated by the participants via standard evaluation questionnaire. One of the key contributions of the Conference, as noted by the participants and stated in their individual evaluation sheets, is that the information that they have received is largely usable in their businesses – practically all participants, 94.2% replied affirmatively. It can also be concluded that there is interest and need to organize more identical or similar procurement conferences, which was also confirmed by the participants in the survey – 90% of the respondents gave support for the preparation of the third Regional Conference.

Our contribution:
Institute of economy and law contribution to this conference consisted of logistics in terms of assisting in organization, Marko Spiler PhD’s lecture on experiences in public procurement area in Serbia, while Milos Knezevic provided valuable insights on public procurement system in Serbia during informal meetings at the Conference.

As to the logistics, Institute gain opportunity to participate in organization of regional conference. We understood this opportunity as a possibility to appreciate the wider perspective of conference organization, to deal with different challenges than we are accustomed to, and learn from this experience while meeting high criteria. So have we? According to participants – yes. Organization of the Conference was regarded as excellent by 33.33% of participants, and as very good by 44.44% of them. Conference as a whole was regarded as excellent by 25% of participants, and as very good by 55.56% of them.

The mission of the Conference, among other things should be not only involvement of all structures: private and public sector, banking and education system, but also the upgrading of professionalization and profession of the Procurement Officer. All these ideas and facts generated from Serbian practice were presented by Marko Spiler PhD, from the Institute of Economy and Law, Belgrade, Serbia.

Milos Knezevic was able to provide specific insight of Serbian practice due to the fact that structure of participants on seminars in organization of Institute of economics and law consists of both contracting authority representatives and bidders. This provided ability to view problems in public procurement area in Serbia from both perspectives. Said insights proved to be useful not only to participants of Conference, but to Institute as well, since Milos Knezevic had the opportunity to get immediate feedback on procurement problems in region and EU.

Regionalnu konferenciju Zapadnog Balkana
– Javne nabavke kao najvažnija strateška funkcija dobre uprave –
u Sarajevu 24. – 25. februara 2015.

Rezime konferencije (Isečci) :
Regionalna konferencija Zapadnog Balkana „Javne nabavke kao najvažnija strateška funkcija dobre uprave“, održana u Sarajevu u Bosni i Hercegovini 24. i 25. februara 2015, pokazala se kao poštovanja vredan otvoreni forum koji je okupio stručnjake za oblast nabavki iz privatnog i javnog sektora, od akademije do stručnjaka u praktičnoj primeni, iz Balkanskog regiona ali je ostao otvoren i za druge države, koji su se nesebično uključili da identifikuju pitanja u okviru zakonodavnih i regulatornih procedura, tehničkih aspekata i ekonomski značaj u potrazi za prilikama za poboljšanja u okviru Sistema javnih nabavki, koji je identifikovan kao opšte mesto u kome se prepliću interesi svih 120 i više učesnika. Ovako iskren i direktan forum obilovao je predlozima strateškog razvoja i unapređenja sistema nabavki u regionu, što je rezultiralo konkretnim zaključcima, idejama vodiljama i preporukama za rešavanje otvorenih pitanja, a sve u smeru opšte koristi javnom i privatnom sektoru, istovremeno poboljšavajući i stvarajući stožer u smislu izgradnje kapaciteta i profesionalizacije Sistema javnih nabavki u Regionu Zapadnog Balkana, kao najvažnije strateške funkcije dobre uprave.

Može se primetiti da je ostvaren konsenzus po svim važnim pitanjima o kojima se diskutovalo na Konferenciji, uz aktivan i angažovan doprinos svih učesnika.

Prezentacije su bile jasne i dobro primljene. Učesnici su primetili vison nivo znanja i sposobnosti odabranih predavača, koji su u svakom trenutku bili otvoreni za brojna pitanja, što je vodilo aktivnoj i dinamičnoj diskusiji tokom Konferencije.

Učesnici su ocenili Konferenciju kroz standardni evaluacioni upitnik. Ključan doprinos, kako su učesnici primetili i kako je rečeno u njihovim individialnim evaluacionim listićima, jeste da su dobili informacije koje su veoma upotrebljive u njihovom poslovanju. Bezmalo svi učesnici, njih 94,2%, odgovorili su potvrdno. Takođe se može zaključiti da postoji interesovanje da se organizuje više istih ili sličnih konferencija o nabavkama, što su i učesnici potvrdili u anketi – 90% učesnika koji su učestvovali u anketi dali su podršku pripremi treće Regionalne Konferencije.

Naš doprinos:
Doprinos Instituta za ekonomiju i pravo sastojao se od logistike u smislu podrške u organizacionom delu, predavanju o iskustvima o oblasti javnih nabavki u Srbiji dr Marka Špilera, dok je Miloš Knežević pružio vredne uvide tokom neformalnih sastanaka na Konferenciji.

U smislu logistike, Institut je dobio priliku da učestvuje u organizacji regionalne konferencije. Mi smo ovu priliku shvatili kao mogučnost da steknemo širu sliku u organizaciji konferencija, da se suočimo sa izazovima drugačijim od onih na koje smo navikli i da učimo iz ovog iskustva istovremeno ispunjavajuči visok kriterijum. Dakle, da li smo uspeli? Prema učesnicima – jesmo. Organizaciju Konferencije je 33,33% učesnika ocenilo kao odličnu, dok je njih 44,44% Konferenciju ocenilo kao veoma dobru. Konferenciju u celini je 25% učesnika ocenilo kao odličnu, dok je njih 55,56% smatralo da je Konferencija vrlo dobra.

Misija Konferencije je, između ostalog, ne samo uključivanje svih struktura, privatnog i javnog sektora, bankarskog sektora i sistema obrazovanja, već i unapređivanje profesionalizacije i profesije Službenika za javne nabavke. Sve ove ideje i činjenice koje su proistekle iz iskustava u Srpskoj praksi, prezentovao je dr Marko Špiler iz Instituta za ekonomiju i pravo iz Beograda.

Miloš Knežević je imao priliku da pruži specifične uvide u praksu u Srbiji zahvaljujući činjenici da seminare koje organizuje Institut za ekonomiju i pravo pohađaju kako predstavnici naručilaca, tako i ponuđača. Na ovaj način stekli su se uslovi da se oblast javnih nabavki u Srbiji sagleda iz obe perspektive. Navedeni uvidi pokazali su se korisnim ne samo za učesnike Konferencije, već i za Institut pošto je Miloš Knežević imao prilike da dobije direktnu povratnu informaciju o problemima javnih nabavki u Regionu i EU.
